Mobility Meets Momentum
BPOC’s 2025 Impact and the Women Who Keep Kern County Moving

In a year marked by powerful community breakthroughs and transformative care, Bakersfield Prosthetics & Orthotics Center (BPOC) has become a shining example of what’s possible when passion and purpose collide. Their mission – Keeping Kern County Moving – is more than a slogan. It has become a promise upheld by a powerful, women-led team whose work is reshaping the mobility landscape in Kern County.
At the center of this movement is your neighbor, Radha Amrutia, Certified Prosthetist Orthotist (CPO), Certified Mastectomy Fitter (CMF), BPOC owner, and visionary leader. Supported by Consultant Shannon Lackey and Clinical Supervisor & CMF, Roxanne Cruz, BPOC’s leadership is redefining what comprehensive, community-centered mobility care looks like.
Together, these women have carried BPOC into a landmark year—one defined by empowerment, accessibility, and the launch of Kern County’s first-ever Adaptive Sports Fair, a historic moment that has already begun shaping the region’s future.
Radha Amrutia: Visionary Leader, Innovator, & Community Builder
At the heart of BPOC’s rising momentum is Radha’s unwavering commitment to her patients and her county. A clinician who leads with both expertise and empathy, Radha has built BPOC into far more than a prosthetic and orthotic clinic—it has become a place where people rediscover movement, dignity, and possibility.
In 2025, she spearheaded a renovation of the clinic, ensuring the facility reflected her belief that accessibility isn’t optional—it’s essential. The upgrades included:
- A fully accessible automatic door for safe, independent entry.
- An expanded prosthetic room, providing more comprehensive gait training.
- A private mastectomy room designed for comfort, dignity, and personalized fittings.
These changes were driven by Radha’s relentless dedication to improving patient experience and clinical outcomes.
This dedication spread beyond her clinic and into the community, with her biggest impact in 2025 being the founding and funding of Kern County’s first Adaptive Sports Fair. Radha generously and personally sponsored much of the event, covering the cost of brand-new adaptive wheelchairs, equipment, marketing, and logistics to ensure every participant could join in on sports like adaptive weightlifting, parafencing, adaptive dance, wheelchair basketball, and more without barriers. She also brought out prosthetic running blades, which allowed some individuals to run again for the first time in years – a moment many described as emotional and life-changing.
Her leadership didn’t go unnoticed. At the 2025 AOPA National Conference, Radha was honored as one of the Top 4 Finalists for Woman of the Year, recognized for her amputee success program, clinical innovation, and meaningful community contributions. She was also featured in Amplitude Magazine as an Editor’s Choice for Community Builder, highlighting her transformative work in the amputee and adaptive community.
Radha’s passion is simple but powerful: everybody deserves a chance to move, to thrive, and to feel limitless. She has repeatedly turned that belief into action.
Shannon Lackey: Strategic Leadership Driving Community Impact
While Radha shapes the clinical vision, Shannon Lackey strengthens the infrastructure around it. Overseeing BPOC’s business development and project management, she brings strategic clarity, operational structure, and strong community partnerships that have significantly expanded BPOC’s reach.
Shannon played a pivotal role in the success of the Kern Adaptive Sports Fair, leading partnership development and resource acquisition. Through her outreach, Paralympian Matt Scott – the first Paralympian featured in a Nike commercial – joined the event, along with other high-profile adaptive athletes and global organizations. Her efforts helped elevate the fair from a local gathering to a landmark community experience.
Upon joining BPOC, Shannon immediately recognized Radha’s extraordinary passion for patient care and nominated her for AOPA Woman of the Year—earning national recognition for BPOC and putting Kern County O & P on the map.
A connector and community advocate, Shannon continues to build strategic relationships that streamline care, expand access, and drive BPOC’s momentum.
Roxanne Cruz: A Dual-Role Powerhouse in Patient Care
Every strong clinic needs operational excellence—and BPOC has that in Roxanne Cruz, a woman whose dedication bridges both the clinical and administrative sides of patient care.
Roxanne serves as BPOC’s Clinical Supervisor, ensuring accuracy, compliance, and smooth administrative processes, but her commitment to patients doesn’t stop there. Motivated by compassion and a desire to extend support to patients, she pursued additional certification to become a Certified Mastectomy Fitter in 2025.
This achievement makes Roxanne one of the rare professionals who can support patients on both ends of their care journey – behind the scenes and face-to-face. Her dual expertise strengthens BPOC’s ability to support more women with specialized fittings, comfort solutions, and emotional support during major health transitions.
Roxanne embodies the heart of BPOC: care, capability, and a commitment to meeting patient needs with excellence.
A Team Propelling Kern County Into the Future
Individually, these women are leaders. Together, they are a force—one that has positioned BPOC at the center of Kern County’s adaptive revolution.
Their collective impact in 2025 has set the stage for an even stronger year ahead. BPOC is already preparing new collaborations, new adaptive events, and new resources for amputees, mastectomy patients, and mobility-impaired residents.
Thanks to the vision of Radha, the strategy of Shannon, and the dedication of Roxanne, momentum is building – and Kern County is moving toward a more accessible, more inclusive, more empowered future.
At BPOC, Mobility Meets Momentum, and together, these women and their team are Keeping Kern County Moving.
